Newyorkers stop smoking!!

I cannot believe the number of smokers in NewYork City. Every time I step out of a building or am walking down the road, all I can smell is cigarette smoke. Every street has at least a dozen people if not a lot more, smoking at anytime of the day. Imagine how much of this smoke the city must be engulfed in. It is seriously a problem for normal people, pregnant women or anyone else trying to lead a normal life, to be inhaling this every time they step out onto the street. Why cant the city council do something about this? Or are they busy smoking?
